WASHINGTON, July 19 (Reuters) - A U.S. House of Representatives panel will hold a July 26 hearing as lawmakers look to jump start long-stalled efforts to pass legislation to speed adoption of self-driving cars. The Energy Commerce subcommittee on Innovation, Data, and Commerce confirmed to Reuters it was holding a hearing titled “Self-Driving Vehicle Legislative Framework: Enhancing Safety, Improving Lives and Mobility, and Beating China." The panel will consider separate draft legislation from Representative Bob Latta, a Republican and Representative Debbie Dingell, a Democrat. In order to ensure Americans can reap the benefits of self-driving vehicles, we must enact a comprehensive national law that establishes a pathway to safe deployment". Last week, the National Highway Traffic Safety Administration said it would soon decide on a petition filed by General Motors' (GM.N) Cruise self-driving technology unit seeking permission to deploy up to 2,500 self-driving vehicles annually without human controls.

In the letters, 10 lawmakers asked the companies for detailed responses on the types of sensitive information they gather, such as health, location and phone data, including apps consumers download to their devices. The companies were also asked what information they collect on minors. Last month, the subcommittee on oversight and investigations held a hearing with expert witnesses to examine "the role of data brokers in the digital economy." In that report, the regulator recommended that Congress force brokers to give consumers greater control over their data, but the "data brokers can easily circumvent existing rules and laws," the letter said. Cathy McMorris Rodgers, a Republican from Washington, kicked off the hearing with TikTok Chief Executive Shou Zi Chew saying that within minutes of creating an account on TikTok, the content algorithm promotes self-harm and eating disorder content, and encourages "dangerous" challenges that can put kids' lives at risk. Rep. Frank Pallone, a Democrat from New Jersey, said content on TikTok "exacerbated feelings of emotional stress" in children. Lawmakers quizzed Chew about whether Americans' user data could be accessed by the Chinese government as well as how it prevented harmful content from reaching young users. Chew later said during the hearing that content such as dangerous challenges were prohibited from TikTok.
Lawmakers and intelligence officials fear that U.S. user data could get into the hands of the Chinese government via ByteDance. TikTok said Thursday that Project Texas is already in action but there are many steps to reach its completion. The data on those servers is the kind that could theoretically still be accessed by China-based ByteDance employees for the time being. The move is aimed at propping up domestic solar manufacturers, which have struggled to compete with cheap panels made overseas - often by Chinese companies. A Commerce Department probe last year found that some solar panel makers were dodging U.S. tariffs on Chinese-made goods by moving their products through Cambodia, Malaysia, Thailand and Vietnam. New proposed duties on imports from those countries will not kick in until June of 2024 because of a two-year waiver from Biden. Months later, the Commerce Department issued a preliminary decision to extend existing tariffs on Chinese solar products to goods from those nations. The White House has said the tariff exemption will serve as a bridge while the U.S. sector ramps up.
